Vaccine Exemptions Exist in Idaho! We have seen over the years how the schools attempt to deny, coerce and bully parents. This is why we started Health Freedom Idaho. Nobody was talking about vaccine exemption forms, parents didn’t know there were exemptions and schools didn’t provide the information. It was Health Freedom Idaho that brought a bill from the citizens that got the rules from the health department to line up with statute. Then we brought a bill that required the schools to disclose to parents that exemptions were available for their children. It passed the house but died in the Senate in the previous legislative session.

The 2021 Passage of House Bill 298: NO LONGER WILL BE THE SCHOOLS/DAYCARES be freely able to bully parents into vaccination against their religious, moral convictions or medical conditions and concerns.
Immunization exemptions according to the Health and Welfare Website
Idaho law allows a parent or guardian to claim an immunization exemption for their child for medical, religious or other reasons. A medical exemption must be completed by a licensed physician. It is recommended that exemptions for religious or other reasons be documented on the form provided by DHW Immunization Program. Parents or guardians may also claim an immunization exemption by providing a signed written statement when entering their child into school and/or childcare. In the event of a disease outbreak, children who have claimed an exemption and have not received the immunization against that disease may be excluded from school and/or childcare.

Idaho legislators and interested stakeholders have identified the need to clarify this rule to ensure that the immunization exemption/opt-out language therein is consistent with Section 39-4802, Idaho Code, and legislative intent.This rulemaking adds language clarifying that parents requesting an immunization exemption may do so either on the Department’s standard form or in a written, signed statement indicating their choice to exempt their child from immunization requirements. NEW IMMUNIZATION REQUIREMENT FOR SCHOOLS The Department invites interested stakeholders to participate in negotiated rulemaking for this chapter, IDAPA16.02.15, “Immunization Requirements for Idaho School Children.” The purpose of this rulemaking is to add a new school entry immunization requirement to require a second dose of meningococcal (MenACWY) vaccination beforea student enters the 12th grade in Idaho, starting with school year 2020-2021. If a student received their first dose ofmeningococcal (MenACWY) vaccine at 16 years of age or older, they will not be required to receive the second dosebefore entry into the 12th grade.

Did your school tell you “no shots – no school?” They are lying! In Idaho, it is illegal to deny your child entrance to school based on the vaccination status.
The LAW makes provision for children’s entrance to school REGARDLESS of immunization / vaccine status.(See Idaho Statute)
A Boise mom shared with Health Freedom Idaho that when she turned in her kids’ 2017 immunization exemption forms at the school and they made her speak with the school nurse who LECTURED her about how she was putting her children at risk. The mom, though in her legal rights to make health choices on behalf of her children, felt belittled and left the campus in tears.
THIS BULLYING IS UNACCEPTABLE.
THE LAW IS CLEAR.
Parents make the choice on which shots their children receive. It is NOT up to the schools to lecture, bully or belittle a parent’s health choices for their children. The schools, funded by tax dollars and under the authority of Idaho statute, are required to accept a parental exemption without question or discourse.
Health Freedom Idaho is committed to protecting YOUR freedom to choose and your children’s access to education. This is a right that is being denied to more and more families. Here is an excerpt from the IDAPA rules published by the Health Department. Its clear that there are only 3 legal requirements to invoke a vaccine exemption; the child’s name and birthday and a simple statement from the parent/guardian statement: I am invoking my child’s right to vaccine/immunization exemptions on religious or other grounds.

HFI: Vaccine bills in Idaho included now voted down HB 91 (vaccine tracking for adults) and SB 1050 clarification of vaccine exemption form. (This HFI sponsered bill was heard by the Health Committee who agreed it was a valid concern and needed to be heard. Then it drawered by Senate Health Committee after pressured by the Health Department.)

We are not even a full two months into the 2017 legislative sessions, and our NVIC Advocacy Team is tracking 134 vaccine related bills across 35 states on the NVIC Advocacy Portal.
We have added 31 new bills since our last update 2 weeks ago and 8 of these new bills are in 5 states appearing for the first time: MD, NV, UT, VT, and WV.

If you are in WV, a bill was just filed last week to expand vaccine exemptions and your calls are needed on Monday to get the bill set for a hearing.
If you are in any of the following states, beware that there are bills filed to expand vaccine tracking or eliminate OPT-IN Consent for vaccine tracking and that these need to be opposed: CT, ID, KS, MA, MT, NY, TX and UT.
Bills to Shame Schoolchildren with Vaccine Exemptions
There are school shaming bills filed to require and normalize the public disclosure of vaccination and exemption rates in the following states: AZ, CT, NV, NY, OK, TX, UT, and VA (withdrawn). These bills need to be opposed as states that already do this have experienced increased media hostility towards schools or districts with lower vaccination or higher exemption rates. This instigates community driven discrimination and bullying of vaccine selective families.
If you are in CT, TX, or UT, there are discriminatory and presumptuous bills that need to be opposed that mandate families utilizing vaccine exemptions participate in state required vaccine education. Just because a family takes an exemption, doesn’t mean they are lacking vaccine education. Conversely, just because a family vaccinates with everything, doesn’t mean they are educated yet no vaccine education is required of those blindly following recommendations.

How did a handful of measles cases at Disneyland turn into a full-scale assault on civil and human rights in America?
CALIFORNIA: MEASLES OUTBREAK ENDS. ZERO DEATHS. There was NO transmission in schools or day cares. And yet, the California legislator pushed into law TWO bills that will permanently affect schools and day cares. The daycare and school children will be forced vaccinated and their preschool teachers and daycare providers will as well.
Thousands of families voiced opposition to a vaccine mandate that keeps children out of schools and demands that preschool teachers and daycare owners be vaccinated on a state mandated schedule. Legislators ignored them. Pockets lined with pharma contributions and being directed by lobbiest, California’s legislature closed its doors to health freedom. Could something like this happen in Idaho?
Unfortunately, no state is exempt from the temptation of big pharma’s money. Recently one of American’s strongest vaccine promoters Paul Offit came to educate the Health and Welfare department. He also joined a campaign to generate legislation that would remove a parents authority over the health and well being of their child. Eyes are on Idaho to begin to chip away our freedoms and push us away from the freedom to choice the healthcare options best suited for our individual children.
You have seen it in the news just this week. “Doctors are Afraid” What are they afraid of?
Well according to articles by KVIP and KTVB those doctors are afraid of the 271 six-year-olds in the state that aren’t up-to-date on their two shots of measles vaccines before kindergarten. The fear-mongering is very strong. The propaganda piece ‘study’ written by vaccine patent holder manipulated numbers to try generate ‘fear’ of vaccine exemptions throughout the state.
It is as Barbara Lowe Fischer says, a vaccine culture war. And they are using FEAR to take away our freedom. Look at these facts about California’s vaccine mandates.
1. Measles cases 133 out of a population of 320,090,857. (US Census Bureau) WHY is 133 cases considered LARGE this year when it was over 600 cases last year and it wasn’t even mentioned in the media?
2. When did the definition of ‘majority’ become less than half of the total number? CDC: “The majority of people who got measles were un-vaccinated.” <source> California Department of Public Health reports that of the 133 confirmed CALIFORNIA residents only 57 were un-vaccinated. <source>
4. Looking at this data <chart 3> shows that abolishing personal belief exemption would not significantly reduce the number of measles cases in California in the future. 1) 132 out of 134 California measles cases since December have occurred in counties where the percentage of personal belief exemptions is already significantly below 5%. 2) Most notable is LA County (with over a quarter of all measles cases state-wide) which has 1.62% of kindergarten entrants with PBE and 12.28% conditional entrants. 3) Conditional entrants have nearly triple the impact on state-wide vaccination rates of kindergarten entrants as compared to kindergarten entrants with personal belief exemptions, and 7.5 times the impact on Los Angeles county vaccination rates in particular. 4) Approximately 20% of CA measles cases since Dec. 2014 have occurred in counties with OVER 95% of kindergarten entrants fully vaccinated against measles. 5) Only 45% of measles cases have occurred in individuals under age 20. – researched by Kim Swensrud Loutzenhiser
MEASLES is a self limiting sickness. It has caused NO DEATHS in the US in the past decade. This ‘outbreak’ has run its course and there are no new reported cases in the past 10 days. – March 23, 2015
